Based in San Diego, we specialize in multi-family and mixed-use projects across the western United States. Meet Kelly
Kelly Modén
President and CEO of cREate development
Over her 23-year career in real estate, entitlements and construction, she has transacted on over $500M, underwritten hundreds of millions in acquisition and redevelopment deals, managed over $1B in construction, and negotiated leases for retail, commercial and ground leases, amounting to annual lease revenue of over $2 million. She has developed or rehabilitated over 3,700 units nationally.
Previously, she served as Vice President of Development for an affordable housing developer, leading a 9-person team developing or rehabilitating thousands of affordable units throughout the state of California.
With a deep bench of housing development both in market and affordable sectors, coupled with retail experience, she brings a unique perspective on ways to develop all types of housing.
Additionally, she serves on the NAIOP San Diego Board and chairs the Legislative Committee, is Chair of the City of San Diego Planning Commission, advises on housing policy, and active on numerous other boards and industry organizations.
She values design-forward projects to enhance or bring life to communities and is passionate about housing policy with goals to combat the housing affordability crisis in California.
